Bumper replacement on 2001 Limited ?

I'm looking for advice on how to correct an issue with the rear bumper. Ideally I'd like to take the Airstream to an actual Airstream authorized dealer/repair facility, have them remove the bumper & replace with all new pieces. (is this something they can (will) do? OR.... Can I order the parts & do it myself? (I have much more faith in my work than anyone elses honestly)
As you can see ( I hope)..... I did'nt really notice it before we purchased, but the rear bumper actually rises upwards of course causing water to pool along the body & bumper edge. (not good) I'm not sure if the previous owner maybe backed into something & "bent" it or if age is just warping the plastic ( it's pretty faded looking) (2001)
I've not yet even attempted to start looking into a possible cause. I'm afraid to dive in just yet because I have a tendency to leap before looking, and thought I'd ask the question about complete replacement first!

Here is my "problem"
