Bumper drawer fiberglass top surface

Has anyone found a lasting solution to the continual oxidizing rear step/bumper on the excellas and classics? I have cleaned and waxed periodically, and it looks great for 3 months max. I'm afraid a prep and clearcoat would just peel and be a real mess. Any techniques or products I am missing?
BTW, this pic shows the state of my classic's reare end after removing the lower extruded molding. Anyone see ANY sealer??? There was NONE!Click image for larger version
