Advice on how to remove tarp marks on clear coat

I have a 1995 Sovereign that has some tarp marks on it from a PO. The trailer manual has a business card from Dick McIntyre, so I believe the clearcoat has been re-done by him sometime in the trailer's life, because the clearcoat is in good shape. Unfortunately, all the numbers and contact options I can find for Dick to not seem to be in service. I hope he is ok and just enjoying retirement.

I'd like to fix the tarp scuff marks, though. Does anyone have any advice how to do this without damaging or re-doing the clearcoat?
