When I modified my spare tire carrier I had to add (weld) a couple pieces of angle (straps) to the rear hangers. Sounds like Jackson center did the same for you. I also have a 27' trailer with 16" wheels. I guess it all depends on the tire type and the wheel width. My tire and wheel were too thick to do anything else. Most say they just do the bend to the uprights, but I found the best thing for me was to add the pieces of metal. It worked out well and the tire and wheel set squarely in the frame.
