Cracked wheel
Is this safe to drive on? When should this be replaced?

If it's only on one wheel on a trailer with double axles you are probably safe driving home but keep your speed down (perhaps avoid the interstates.) If you don't have a double axle trailer, I would not drive on that at all.
I would replace all rims and tires immediately upon getting home.

From the rust in the crack it looks like it has been there a while. That portion of the wheel will not effect tire pressure. So while I would drive on i I would not plan any "Trips" before replacing it.
I would be far more concerned if the crack was around the bolt pattern or in the rim portion of the wheel.
Upon re-inspection is that a second crack at 7 o clock?

It's a double axle. Does anyone know if Ron Hoover in CC could do wheel replacement?

It has 2 cracks and the one at 11 is worse than the other

If you deviate from the original wheel, do something flashy, make sure the new wheels have the same Off Set and are rated with enough weight capacity for you trailer.
The Off Set is what centers the wheel in the wheel well, in and out. Too often overlooked when buying wheels and problems can occur.

Cracked wheel
I would get that wheel off asap.
The crack says to me that the center section of the wheel is separating from the rim portion CAUSING the visible cracks.
Those cracks were caused by metal fatigue induced by the wheel center moving relative to the rim portion.
My guess is that the welds holding the center to the rim are failed throughout the large area between the cracks, while the small area between the cracks is still welded in place... For now.
