To send a PM (private message) to another user, when you're looking at a post they have written, you can just click on their username at the upper left corner of the post and various options will come up, including "Send a private message to <user>" which you can just click and it'll take you to the PM interface.
Alternately, you can look up their profile and click "send message" (if you can't find their post to click on their username) or if you're in the PM list, in the menu on the left there's "Send new message". Click that, then start typing the user's ID in the "Recipients" box and the system will start to fill in valid user IDs for you to select from.
This assumes you're using a web browser and not a mobile device, things work a bit differently from the mobile interfaces. I'll be glad to help further if that's the case, just tell me which mobile interface you're using (if any.)
