I can't say definitively in California, but in Texas commercial scales are subject to inspection by a division of the Dept. of Agriculture, so they're all certified.
Drive the truck+trailer combination onto the scale, weigh them together. Since you're not trying to dial in weight-distribution at this point, you can pull off the scale, unhitch the trailer and drive the truck alone across the scales and the difference in those 2 is the total gross weight of your trailer. The difference between its total weight and the weight of the trailer axle on the scale when hitched is the tongue weight, to give you an idea for your initial setup of weight distribution for the Jeep.
