I agree it's associated with off pavement. But there are those places where old asphalt and potholes can cause it. I'd imagine engine gets powered down, but without a great limited slip, it can exist.
Imagine: U-turn off highway on other than smoothly paved surface. If trailer is even slightly off camber, wait for it.
I usually engage the interaxle lock on this tractor beforehand. Spreads the power from four drive tires to eight to lessen effect.
Dodge sells a kit for the modern one ton series to control this. Godzilla's own shock absorber mounted from axle pumpkin to frame crossmember up forward.
In the early 1970s they also sold a pair that rode on top of leaf springs to forward spring eye. Would fit full size cars and 1/2T pickups.
