It might work, I would call it a "use at your own risk" type of thing. It is not listed by UL or any other agency, no GFCI protection and the entire description is obviously written by someone not familiar with the English language or US electrical standards, there is no "220" in the US.
Then on the other hand it gets a lot of good reviews and just a few bad ones. The reviewer who said it sparks when you plug in a load doesn't understand that when you plug in a load that is switched on there will always be a spark.
I would feel safer making my own device and while this one may be perfectly fine I would hesitate to trust it myself. Probably the biggest issue is no GFCI protection, a big no no on an outdoor 120 volt receptacle and could put the user in danger under the right circumstances.
When you say you want to plug your truck in if you mean a block heater I would probably not trust it at all for that, poorly made connections have burned down more than a few vehicles that were left plugged in overnight, not to mention the lack of GFC protection. There outlet itself doesn't have any sort of weather protection either.
