Sealing black and grey tank vents

Greetings,

While washing the A/S I noticed that the "putty/sealant/caulk" around the grey and black tank vents on the roof were cracking. What/how should i go about repairing this? What kind of sealer should I use? I assume I will need to scrape the old material off. What should I use to do that? Is there a technique for doing so that minimizes damage to the roof? Are there bolts or somehting hidden under the "putty/sealant/caulk".

I bet there is already a thread about this but I am not computer savvy enough to find it.
