Overlander tail light housing

I gutted a 66 Overlander Twin to replace the rear floor section and noticed signs of a water leak coming from one of the tail light area. Since the interior panels are off I drilled out the rivets and removed the housing to find no sealer of any kind between the body and the tail light housing. Is this a job for vulkem, silicone, or should there be a gasket of some sort? Any help would be appreciated.
