Nasty roof seals

The seals around my roof vents all appear to be a crusty mess. I assume my only option is to scrape it off, drill out rivets, remove vents, scrape some more, reseal and refit.

Any tips / gotchas?

I see the use of tape vs caulk is a sensitive subject but I used both for the water heater and it felt very solid.

One thing you might do first is use the search function on this site. I am sure there are lots of folks that have done and documented how to do what you are proposing.
