Leaking from fixed non-opening windows

My 68 safari has a small amount of leaking but I think it is only the lower non-opening parts of the window. I'm just seeing a little water collecting in the window sills but the upper opening windows look dry inside at the lower corners. Do the non-opening windows need to come off for resealing, or can i run a bead of some kind of sealant around their frames?
