I am removing the fixed-place windows for resealing. There seems to be a sort of plastic material on the windows that is crackling off and making the window difficult to see out of. How and can I remove that stuff for a clear view and how and should I put new plastic on them? Thanks!

Sounds like a Vista View window. Do a local search on "vista" - Some of our best members have contributed some outstanding information on how to address vista view problems.
