Window fog

I’m new. Pretty handy. However I just bought this 76 excella and the windows have fog in between them. And it seems like old tiny as well. It seems they are double Payne’s. Can I remove the old windows easily? Or do I just buy new windows. Hope not. I want to do the least amount of damage as possible. Please help. So excited to get this thing rolling.
