It depends on what your frames are made of. Are you talking about the frames in which the screens are mounted (they were made of aluminum in the 70's), or the molded plastic "frames" that surround just a few of the windows? If the frame is made of aluminum, and you intend to replace the screen anyway, then a typical paint stripper like "Citrustrip" will work just fine. If you are stripping paint off of plastic, you will have to be very cautious, as many of the strippers available at the big box store will eat plastic.
