1999 door latch drawing

Howdy..
Our 1999 door latch is moving in the door.. The screws on the inside slip when tightening and make a popping sound.. It sounds as if there are the little metal retained blind clips they make out of spring steel..

So, my question(s)...
1- can I just remove the interior screws and pull the inner plate and handle?
2- is there anything special I should AVOID doing?
3- the external plate moves around, too... so, tightening the screws does seem to snug up the exterior.. but I can't get things to get "just that tight...".
