Where is the Low Voltage Distribution Panel on a '69 Tradewind?

We are up to our elbows rewiring our '69 Tradewind LY and have run into a snag our electrical cannot figure out. In towing this beauty home....it survived and actually floated during a flood..it appears we had a short in the exterior running lights and cannot find where in the 12v circuit it occurred. Our diagram shows that there's a low voltage distribution panel in the bulkhead...unfortunately, we cannot find it. would appreciate any help and hope that someday we'll know the nuances of our Airstream enough to be able to offer help to others

on my 69 it is behind the control panel. turn the thumbscrew in the center top just left of the clock . you'll see a lot of wires and som circuit breakers. The exterior lights are not controlled by these though. Check the fuses on your tow vehicle
