Is it okay to have 12 volt light grounded to skin or frame..
I installed a couple of walmart 12 volt license plate lights to replace the step light and the sewer connection light. The lights are designed for a car and have one lead and ground through the base. I soldered a wire on the base and hooked it up as a two wire light. But that still leaves the body of the fixture, and thus the neutral lead, connected to the skin. Is that okay or not??

The 12V ground should already be bonded to the frame somewhere, so you're just providing an additional path for grounding to the shell with the body of these lights. As long as you don't reverse the connection on the wires coming into the fixture you should be fine.
