BINGO! I moved the wire from circuit 2 to circuit 9, which is a 15A spare, and everything now works....fuse doesn't blow.
Thank you to everybody who helped me sort this out.

So with no wire connected on circuit 2 does the lug show a short to ground (indicating it is shorted in the board) ?

Asking in part because I now have a second circuit blowing fuses and showing a short to ground but have not started troubleshooting yet.

I just checked. It does not show continuity from ground to the empty lug.

Sometimes these problems, and our meters, can play tricks. Just saying be prepared, this may not be over yet. BTDT.

Mike Sokol once told me our testers and meters don't lie, we just don't always listen to what they are trying to tell us.

How true. I prefer to use a good test light when dealing with 12 volt problems.

If this one doesn't pop back up, it will be something else.....maybe both! It keeps me off the streets and out of trouble.....well, off the streets anyway.

Found my second short ANOTHER bundle (this one behind the charger/fuse- panel) and again going over a sharp vertical sheet metal edge. Good grief that is such poor quality assembly.

Going to start a thread under general electrical to warn folks to check for this.

Update: After switching to a spare circuit I travelled from Virginia to Idaho and back with no issues. The solution seems to have stuck. Thanks all for your kind help.
