Ground through POR-15?

I've POR-15'd my frame. I need to reattach the ground for the brakes to the frame. My DH doesn't think it will make a ground through the POR-15 & says I should grind it off where the metal piece attaches to the frame. Oh, how I hate to do that...... Whatcha think?

Ground HAS to be to clean metal. You can grind to metal, attach ground wire then put POR-15 over it again to stop further corrosion.
