1968 airstreamcaravel 17’. The round white light (porch) by the entrance is blinking. Is it supposed to? Anyone had this issue? Never really used it before. It’s not flickering, but a strong steady blink while I’m plugged in at home charging the batteries. Any advice? Thanks.

Bulb could be going out, or switch issues.
Also connection at the bulb can be an issue. Get a $7-$10 tube of Dielectric Grease and coating the metal in the lights will help protect the metal parts and increase the connectivity to keep the lights working.
The hot on your Scare Light is normally daisy-chained with all your running lights. They’re individually grounded to the aluminum shell At each fixture. You can take the lens off and see if the ground wire is visible. If not, you may have to take the can out to get to the wire. Make sure the wire has good, tight contact ground connection and the bulb socket is free of corrosion. As stated, Dielectric Grease is a good thing. Good luck
