Your bathroom light is in all probability 12-volt DC, and while the electronic spark igniter for the water heater is also 12-volt DC I wouldn't anticipate that they shared the same fuse or 12-volt breaker.

The owners' manual should help in identifying which fuse controls that light's circuit, and it may be the same circuit as the spark igniter for the water heater -- a clue may be if the switches for both the light and the water heater are near each other.
