Jimini, if the plug on the radio is not polarized try unplugging it and flipping it over then plug it back in. Most likely tho the plug will be polarized unless the radio is an antique.
You are getting the static from the ballasts, there are two kinds of LED replacements for fluorescent fixtures, one where you just pop them in and keep using the ballast, or you can buy ones where you bypass the ballast and connect the LED directly to line voltage.
