Original Imperial Sink Faucet

This is one of the original Imperial III dishwasher faucets (the one with the little dishwasher handle on top).

When I turn on the water with this faucet, nothing comes out of the sink faucet but water does come out of the little pipe on the bottom that is connected to the dishwasher hose.. telling me I have water but not out of the faucet spigot. Any ideas on how to remedy this?
