Adjusting the toilet foot pedal valve

We had a leak in our Dometic Series 310 toilet. A mobile repair guy replaced the valve for us—leak solved. But, now, when we depress the foot pedal, the valve opens before the water starts flowing. We have always been in the habit of filling the bowl with water before going #2, but now we can’t fill the bowl. Is there a pedal adjustment or another fix to get the water to flow before the valve opens?

Problem Solved! I decided to try just replacing the valve. They are only about $10. Well, turns out the repair guy did not put in the two screws that hold the valve securely in place. Once I put the screws in, I could fill the bowl. The valve snaps in place, and that might lead one to conclude the screws aren’t needed, but that would be wrong.
