Water Heater leaking....

91 Excella 29' is my unit. Purchased in December with written verification that unit was properly winterized. Now in July ready for first trip and while filling water tank it is leaking out from behind the "pressure valve" aka pop off valve on the outside of the water heater access panel. Also water inside around the stool but not sure where its all coming from. My question is this an easy fix? Will I need to replace the water heater? Does the water heater just come out by removing all the sheet metal screws etc from the outside? Sounds like they forgot to drain and or winterize the water heater. Will this be expensive? please help.
