strange thing, Precision Temp on-demand water heater

hi all, strangest thing i just noticed.. walked past my trailer and could hear a fan running, it was my hot water heater fan. Just running all by itself for no reason. Water pump switched off, no pressure in the system, no tap open (and no gas ..)

It was as though trying to ignite heater . clicking and fan running? I'd left the 12v switch on inside trailer but that's not the issue here, it just tried to fire up of its on accord ! It should only do this once it detects water flowing through and ignites automatically.

Any thoughts ?

they suggested might be the temperature drop safety mechanism that kicks in if drops to freezing, this will kick in to stop from freezing ... it ain't that cold where i live ! Santa Cruz can be chilling and drop to freezing in January but it's been mild here still ..
