Is it time to replace the W/H?

After starting up the w/h I’m noticing a propane smell coming from it. After a few trips and observation, it appears it starts fine and heats up the water. But the gas does not completely shut off when the water reaches the proper temp and the unit shuts down. Often there is a small flame in the tube running from the valve to
The ignition.
I’ve cleaned the terminals and on the eco and thermostat.
Any ideas?
