Old one was gas and electric. New tank is OEM replacement for gas and electric

Update: WH is all rebuilt with new tank and transfer of all other parts. Have to wait for better weather to put back in trailer. So, although there was substantial mineral buildup in behind the drain valve, closer inspection disclosed that the valve itself was broken inside, preventing it from opening internally. Here's where I think I went wrong in not catching it.

On a Classic 30, it is very quick to drain most of the lines and HW tank using the outside bib located in the banana wrap compartment. I then open the HW tank valve to drain the remainder. I must not have opened the bib while hitting the low point drains, attaching the compressor, etc. When I went around to open the tank drain, nothing came out, so I assumed it was drained through the bib....NOT!

Case closed, lesson learned.
