Water tank plate underneath

My tank is empty the steel plate with a bolt in the middle of it is badly rusted.

Can I safely remove the bolt to get the plate repainted, or will something fall on my head?

Is it easy to put back in?

Mine is a '76 and should be the same . The only thing that will come off is the plate and the bolt that holds it . If it hasn't been off for a while I would use some penetrating oil on it . This is also the place where I installed a drain valve to empty the tank . When the plate is off you will see a rubber hose . This hose goes from the tank to the water pump . Cut the hose and splice in a drain cock . Good luck
