What is this part?

The pipe/fitting below leaks when on city water or pump. It now drips water to the outside via plastic tube. What is it? Can I remove it? ...probably remove the other red-handled valve pictured below.

Looks like a pressure relief valve along with a pressure regulator. Probably original.
IMHO you should remove both.
Option 1: replace both.
Option 2: eliminate both and replace with exterior components which would be much easier to maintain and or replace.
