Restoring a 67 Safari... initially, the fresh water tank was under the front window... would relocating it to a position toward the center and possibly BEHIND the axle create a problem with tongue weight?

In a word, yes. You might get by with moving the tank rearward, but not farther than directly over the axles. You don't want to add weight behind the axles.
Late model Airstreams have the tanks under the floor, between the frame rails, and over the axles, which is actually the optimum place because the water weight does not efect ballance front to rear, but keeps the weight low.
