Overflow valve?

Is this an overflow valve on the top of my freshwater tank? Or should it NOT leak when the tank is full? Click image for larger version

This is not a valve . I think this is an inspection aperture.

That is a plug from the manufacturing process. It should be watertight. It sounds like yours has failed.
