difficulty filling fresh water tank

When filling the fresh water tank on my 87 Excella there seems to be a venting problem. Water goes in for a short time (1-3 minutes) then water flows out the inlet and I remove the hose and a burp of air and water comes out and then I can fill some more. But this is a long process to completely fill the fresh water tank. Is there a vent somewhere that might be closed or clogged where the air comes out or is the design to have the air venting out the water inlet pipe? I have not yet tried attaching a 3/8 inch hose to try to snake the water line down to the bottom of the fresh water tank to avoid blocking the intake with too much hose and water? What is the solution?

At 1 o'clock to the hose hole you should see a 3/8 dia hole that may still have the plastic plug in it. That is the vent. Remove the plug while filling the tank.

If that is not the problem the vent hose may be kinked. Try blowing air into the vent hole with a compressor and see if you hear air coming back out the fill port.
