'76 sovereign fresh tank?

What is the bolt on the steel plate under the camper by the fresh water tank in the middle in front of the axles and how do you drain the fresh water tank?

That bolt holds the center of the plywood up.
The drain should be on the curb side, and should look like a red handled faucet.

If I removed that bolt will that give me access to freshwater tank?because I have a leak from the fresh water tank.

My fresh tank drain is the pump. Run it till it quits pumping water.
