'66 pump system

Hello all,
Kinda confused on water system. Obvious where water inlet goes into pump and floor drain but what is purpose of other valve/bypass line? Obviously I close drain valve when filling tank and while water system is in use. What do I do with other valve? Close as well or is there some reason to leave this open I'm not familiar with? Thanks all!

If there was a hose inlet, I'd think it was for city water, but don't see anything resembling?

It was designed so that you could fill the fresh water tank either from the outside inlet or via the water-connected line when you're hooked up to water at a campground. To do so, you connect to fresh water, turn it on, then turn the one valve in your picture to by-pass the pump and fill your tank.

Great, thanks! I'm used to seeing city water hookup pressurizing lines, not filling tank. Thanks again! Greg
