2014 Flying Cloud 23 RB-water pump question

I have had a couple of travel trailers, this is my first Airstream. Wonder if anyone can help me on the water pump. It starts very slowly, and the RPM's seem very low, and shuts off slow. And, I think it should have more continuous pressure than it does. The battery voltage is good, and when plugged in a voltmeter shows 13.5 volts. So, not the power anyway. I assume this is not normal. Any fixes, or do I need to replace the pump? Thanks!
