Heavy Oxidation Around Exterior Light

I'm polishing my vintage 1947 Silver Streak Clipper. This picture is where the outside porch light is located and as you can tell it is highly oxidized.

What is the best way to polish this area? I am using Nuvite (several different types) but nothing seems to tackle this area very well.

Any help would be greatly appreciated.
