What are these numbers?

Hopefully someone can tell me what these numbers mean or what they are. I cleaned the paint off the tongue in preperation for applying POR 15 and found these numbers stamped in. They don't match up with the trailer serial # on the original license plate. Its not a show stopper but I am curious. By the way, it is a 1966 Safari and from what I can tell it has always been a California trailer. Thanks,

Airstream had for some period of time (not sure of the years) had the frames made by an outside vendor. Maybe these numbers are from the vendor, or not...
