Two ID Plates?

We just picked up another project, a 1963 Ambassador. It has the normal ID plate / ser# to the right of the door. On the back under the window is another one. Both the same except the front is Jackson ctr Ohio. The rear says Santa Fee springs Ca. Anything Airstream would have done back in the day?
