If the fan motor runs, but does not draw air in, check to insure the little flap on the outside is unclipped allowing it to pass air.

The first time I used the hood fan on my new trailer I had the same noise. Sure enough I forget about the little flap.

I would take it apart and insure that the fan is actually turning. It could be the squirrel cage blower is loose on the motor shaft, because you said it was making a lot of noise.
