I have a circuit breaker on the converter panel that is tripped and will not reset. The breaker that is tripped is the one right above the TEST button, and it is the circuit for the galley and dinette outlets, and the refer. Does anyone know what this test button does, it is in all the way and does nothing when I try pushing on it?

I can't be sure without seeing it but it sounds like you are describing the GFCI circuit breaker. It usually has a "test/reset" button. It can be touchy and is not an uncommon situation. Make sure that you turn the circuit breaker all the way off and then all the way back on. If you just flipped it in the off direction it may not have gone fully into the off position. If not, it won't reset. Worth another try.....
Yeah I think you are right about it being a gfci circuit but it will not reset when turned off and they on. The test button is stuck in and will not pop back out.
