Replace Step Release Bar

I need to remove and replace the (damaged) cast aluminum step release bar for our aluminum entry steps (2017 27FCFBT). This is the bar that catches the steps in storage position for travel.

It looks like I need to remove some lower skins to reach the mounting bolts, unless someone has a better idea.

I would appreciate insights or step by step instructions from someone who has completed this repair.
