My bracket was also rusty. It was held on with a couple of screws. Removed the bracket and light assembly, took a wire brush to them, primed with Rustoleum Primer and two coats of chrome Rustoleum. Made a new plastic lens for the light while I was at it. Looks better than new.

I have the same problem. I can get a new holder or paint the old one but after taking out all of the screws and pulling on the bracket/light fixture pretty hard, it will not come out. I am afraid I will break something. Is the fixture held on by a nut on the inside where I can not access? Or, does it just pop out if I pull hard enough? Thanks for any help.
Mine was also took a bit of pulling to get out. There is a rubber gasket that goes thru the skin. It fits very tight to keep water out. (At least on mine).
