The oven flame is not variable, it's on or off. The temp setting tells it when to turn on and off to maintain the temp, that's why it needs the pilot light.
My pilot definitely took more tries to light than the top burners but it eventually worked. You should be able to see it sparking when trying to light the pilot. If it's not sparking then you've found your issue. Are you sure the pilot light isn't getting lit? Maybe you're looking for the burner to light but that's not how it works, the igniter lights the pilot and then that lights the burner.
