These vents were designed by the same committee that envisioned a horse and came up with the camel.
I temp fixed one by taking the vent apart drilling out the center rivet, then drilling the locking tabs at 12-3-6-9 o'clock positions at an angle with a 1/8" drill bit. You'll be installing a screw in each of these shortly so angle the drill bit to exit each point inside the vent hole cut in the ceiling. The gray piece will be held in place by 'interference' and will not actually be screwed into the aluminum. Epoxy a speed nut (old guys know these as Tinnerman nuts) over the center hole, on the inside. Install 4, 1/8" sheet metal screws into the drilled holes to grip the edge of the vent hole. Now, stack the two shutters and insert a matching machine screw for the speed nut with some blue Threadlock to draw up the shutters. Haven't tried it yet but you might want to sandwich a neoprene washer between the two pieces which might help keep them in place.
2nd fix on a bath vent was to leave the shutter rivet intact, insert a large screwdriver blade under the gray plastic tabs while I warmed each with a heat gun until slightly expanded. Reinstallation was a little tough so less expansion of each may be in order if I do this again, but so far, so good.
Wouldn't it be nice if someone made a plain, plastic vent to plug into each hole like on SOB's?
