Gray tank sensor

Gray tank sensor
My gray tank sensor is wildly unaccurate most of the time it reads 100% , when it is actually 100% I can watch it go down when I empty the tank but then after emptying I can check it immediately and it says 100% again.
Half of the time the sensor reads open, which I think means open circuit but I really don’t know what open circuit means.
Any advice?
