Check the pump inlet for a strainer. Sometimes on shiny new Airstreams a bit of shredded plastic from tank fittings installation gets into the water system. Clean the strainer thoroughly and be sure all the parts, including the gasket or O-ring are in the right place and tightened, otherwise you may have trouble getting the pump to prime.
Another tip: ALWAYS fill the water tank using an in-line filter with the hose. This helps keep grit and the like out of the tank. It does not take a very big foreign particle to make the pump leak backwards into the fresh tank while on city water.
As noted, disconnecting city water and running the pump on a full fresh water tank will usually clear the problem after a few pump on/off cycles. It's not an unusual problem...just irritating when your tank overflows water down the side of the trailer out of the tank fill door...
