OK..I also have a 2016 Interstate Twin with recurring shade issues. Here are a few things to know:
The shade DC circuit is under-sized for operating them more than one at a time. There is a 5A blade fuse in the main house fuse box. (mine is under the driver-side rear bunk). Start there. If both the blinds and the two rear door lamps (left and right side at the very back of the cabin floor by the doors) are also out, then it's most likely the fuse. (same circuit)
Next, the electric motors do burn out. They are an easy repair, unless its the shade in the passenger sliding door, AND you have the sliding screen door. This makes replacement a major time suck for which the AS dealer wanted to charge me $800 to replace the $75 motor.... all of it shop labor at $145/hr. Fortunately, I was able to get it replaced under warranty.
I have learned to operate the shades one at a time, with a momentary pause as I move between windows. I do not use the All Up/Down option -- EVER! Since adopting that protocol, Things have been working OK.
As for a manual replacement, I have no knowledge. But, I have installed enough sun shade blinds from "Next Day Blinds" to report that with careful measurement, they make a good custom sized product and that installation should be straight forward. You will have to remove the interior trim valence panels to get at the existing blinds and to do a "workman-like job" of installing the new ones.
